We are sympathetic for the Mad

Someone who is mad, that is crazy, is someone we can feel sympathy for. That is because a mad person to some extent does not really know what he is doing and is merely acting out from his limited capacity. However we are less likely to show sympathy for someone who is intentionally cruel or evil. Why is this?
